To put it at its most simplistic, it is a sexual attraction prepubescent minors. Prepubescent being the key word there. A 13 to 14 year old would be pubescent.

The guy's perversion could be wide, of course, but in this particular story, he is shown going after 13/14 year old boys, which would technically make him a hebephile.

EDIT: And here come the downvoats. Some people just don't like definitions, it seems. Next you'll be telling me I should call someone who had sex with a 15/16 year old a paedophile, too.

Not sure who downvoted. I think mixing the definition keeps both seeming just as bad. Prepubescent isn't really an age as some go in to puberty at 10 others at 13. Seeking out 13/14 is bad as their brains aren't developed enough to know what they're doing. 16/17 maybe, but that's still illegal in the US, so if someone is seeking out a 16/17 should be arrested, but if something happens similar to that 17 year old in Girls Gone Wild, then it's not their fault.

Languages and words do evolve to meet common usage too though. Gay just used to mean happy iirc. But now it means homosexual. So I wouldn't be against pedo being actively seeking under legal age sex.
