Here's what it is;

She got involved in a program that is the diploma mill of charity. It pushes her through and falsely props her up so that she looks successful and independant so that they can get publicity and make a better case for petitioning for more federal and state grants and corporate donations.

Once they're done with her, the only use they have for her is for additional PR material.

Chances are that she wasn't qualified for her job, nor prepared for any sort of personal independence. Chances are she needed a lot more guidance than she was going to get. She was probably not ready to have a child, but that looks great on these PR materials. Chances are she was nowhere near capable of having a position of professional responsability and was best served being a gofer for a couple years.

She probably isn't all that bright, and there really isn't much that can be done about that. But these organizations will put the biggest morons in the world in the highest position they can so that they can put it on their grant applications. They don't actually care about the reality of the people they "help". It's just about shoring up their admin positions in their con jobs.

And Holloway was one of their victims.
