No. In the civilized world, we understand reactions should be proportional to the situation. Killing people over a hundred or so dollars is not proportional.

That's not what makes the civilized world. What makes the civilized world is enough order for commerce, intellectual output, invention etc... the rest is just optional. The Romans were civilized and they punished libel by death.

The value of a criminals life caught in the act is jack shit, would save the state some money so they wouldn't have to process the worthless fucker.
