No one's asking you to risk your life, just stay out of the way while you call the police. Even if you had a gun I wouldn't expect someone to confront the guy because if he's crazy enough to slice off bike locks like this in broad daylight there's no telling what he would/could do.
This is what happens when NOBODY is armed. The thief is equipped with a power tool, and if he is willing to use it in broad daylight to steal a bike, he probably wouldn't have a problem using it on a person. You'd have to hit this guy from behind, but then that could result in your facing charges.
What are YOU on? I didn't imply shooting anybody. I pointed out that if you approached this guy he would likely use his power tool against you. Since you can't read between the lines, I'll spell it out: If you had a weapon, you could tell him to stop, if he then tried to attack you, you could do something about it other than have your face ground up.
You should be legally able to though. If someone catches you in the middle of theft it should be fair game to fire one off. Don't want to get shot, don't steal. The world shouldn't mess one less asshole.

So you are saying that SOMEBODY was armed. lol And that you would have no idea how to approach the situation besides either escalating the situation or suckerpunching a person that posed you no personal threat to you or anyone else.
You might want to learn a bit about identifying threats to one's safety and disarming those people appropriately. Where is your bullet going to end up when you miss him when he charges with the saw and your shot misses? Of course you think it wouldn't but odds are that it would with a hothead response. Even trained, experienced NYPD only have a hit rate of 43% at very close range.
Everybody thinks it's like Hollywood when you pull a gun. If he runs at you just shoot him in the leg! They don't realize you're going to be scared, full of adrenaline, pulling your gun as fast as possible and cranking off shots to not die.

It's all about confidence. Anybody watching him either figures that it's his bike or he's fucking insane because he's doing this in broad daylight. Either way, it's not worth anybody's time to mess with him and potentially get their fucking throat sliced open with a grinder.
And calling the cops would be pretty much worthless because before you even get off the phone with them and tell them your location he's already gone. You have absolutely no identifying information about him besides he's some guy of some height with a bike. So assuming you can even get them to give a shit about somebody stealing a bike in what looks like a major Metropolitan City, good luck getting them to care enough to actually catch him.
Now, if you draw attention to this guy and just start calling him out to all the people walking around him and making him a spectacle, he will probably move on. That, or he's going to flip shit and try to beat the living hell out of you, but at least then you'll have tons of witnesses and you finally have the legal authorization to put a bullet in his brain.
