First off welcome, I am ContentProvider and my goal is to provide quality content to /v/uncensored along with Flagger (the moderator). You are welcome to post anything there without fear of edits or censorship as long as it is legal. Now on to why I made this discussion. Many of you came from Reddit, as did I, and you will find that there are differences here which I support fully.
The main difference you will notice at first is that upvoats and downvoats are limited. The limit is directly tied to your contribution to the site. I love this as it prevents people from signing up and just going on a spree of up/downvoats. So the more you contribute to the conversation the more up/downvoats you get. I dont believe in downvoating (neither does Flagger) and personally have pledged to never downvoat anything but how you use the power is up to you. You need 100 contribution points (gained from comments) to downvoat and your upvoates are limited daily by how many contribution points you have.
I really like this system as it helps fight against groups trying to just get things buried or on the front page that they like. It is more of a community effort to bury or front page something here.
Another key difference is you can see how many things people have upvoated or downvoated by looking at their profile. Again I love this as it lets people know who are just trolling with downvoats and who are actually trying to help the community and participate.
Many people think voat is completely censor free and that is not true, the mods on voat can and will moderate their subs as they see fit. I urge you to simply not contribute or subscribe to any sub that you believe has too many harsh rules or a sub that you believe the moderator is censoring.
Last but not least donate if you can, Atko has created this site and needs some help paying for the servers, currently about 50 euro a month but that will go up with popularity. Good question, initially once you hit a certain contribution point threshold your upvotes were unlimited but that has recently changed. It is now a sliding scale where the more contribution points you have the more voates you have. Of course you still have to hit the 100 to be able to downvoat at all but as far as upvoates go it increases with your contribution points. Glad to have you!

Thanks for the info. There wouldn't happen to be a user guide available for new users coming over from reddit?

You can scan /v/askvoat for a lot of good info, just sort it by top links and read from there. As far as I know there is no guide and that is why I made this post. You can also look up the user Atko and read his submissions. He is the admin and makes posts regarding changes he implements to the algorithm. Just a few days ago he implemented the ability for people to see what has been removed from a subreddit and the reason the moderator gave for removal. He is doing a great job imo.
