His entire career is ENFORCING DRUG POLICY. And the current drug policy says that there are no medical benefits of marijuana. If he acknowledges MMJ as a credible idea, he undermines the scheduling of marijuana itself, and people start asking even more questions, and he ends up in hot water.

He literally has to say these things if he wants to keep his job. Could you imagine how big the headline would be if he had said something supportive of mmj? This is about as asinine as a headline that says "CEO OF SHELL OIL SAYS FOSSIL FUELS ARE NOT BAD". Gee, you think so?
