The original question was regarding whether gun owners who were under attack by terrorists could defend themselves with their firearms legally, or whether they would have to lay down and die to appease the British Nanny State. Notice how they changed the question to should citizens rush to a terrorist attack with guns and get into it.
Basically the Constable wants a fully disarmed populace that is completely helpless because a world where everyone is armed is deeply frightening to him. A world in which everyone is armed means he will not have any degree of power over everyone he comes across. If he can trick everybody into disarming, he can walk around feeling like a god by comparison.
He doesn’t care that innocent people will die. He doesn’t care that terrorists may win. The only thing he cares about is that everyone else willingly accepts their role as a helpless rabbit peon, fleeing from any threat of conflict or competition.
There is more at play here than a simple psychopathic self-interest, though. What tells you that, is the fact Britain is filled with millions of people who are willingly disarming themselves, and rendering themselves helpless. That is all in the hopes that everyone will do the same, and Darwinian selection will be unable to favor those fitter and more capable specimens who would otherwise dominate in the face of such a selection pressure.
