Wow. I have to say that the whole idea is typically Russian. Even before the Bolshevik Revolution Russian governments were attracted to mega-mega projects - with little thought as to the consequences. The tendency grew under Stalinism with predictable results. Think the drying up of the Aral Sea for a starter. Think Russia's distinction of hosting the most polluted city in the world (not air; I believe Delhi holds that record). The idea described is a foolish one for many reasons, some of which are mentioned in the article.

That's a really cool article, and a simple yet brilliant (no pun intended) idea. It's too bad it was never fully realized.
