Oh, I'm familiar with newborn carries. I know several babies who were worn all the time as newborns and none of them had that problem, nor have I ever read about that when I was researching while pregnant. I wonder if the carrier or carry technique she used was significantly more supportive than what I've seen, completely immobilizing the head somehow? It's also possible that baby in particular was just going to be slow at those milestones, sometimes they practice things at different rates.
I have heard many people claim that babywearing is an adequate substitute for tummy time because it allows the baby to practice head stability with some support all the time. I've also read that it's not a good enough substitute because they only practice stability, not lifting their heads, though.
It's also possible that the babies I know had particularly strong necks or prioritized head control more. Maybe that's why this seems to surprising to me.

We did virtually zero tummy time and only baby-wearing. Every milestone hit. I'm sure it will vary from child to child and carrier to carrier but you can encourage a baby to use muscles even while carrying and that's what I did and will continue to do with future children as well.
