You want some additional beautiful regulation?... A factory rifle (or a lower that was first built into a rifle) can never be converted into a pistol. A factory pistol (or a lower that was first built as a pistol) can be converted into a rifle. That second example (pistol that was converted to a rifle) can also be re-converted to a pistol.

That leads to some really strange examples; You could have two identical weapons in front of you, identical parts, accessories, etc (different serial numbers on each lower, of course). One might be perfectly legal to convert to a pistol (because it started as a pistol) and one will be a felony if converted to a pistol (because it started as a rifle).

So going back to my AR 7, what if I just don’t put the stock on it? Like I take it to the range, unpack it from the stock, put the barrel on it and just shoot it off a sandbag. Did I just commit a felony? XD

To be honest, I don't know. Maybe you've fired a pistol with a long barrel??? I'm not sure.

(edit for future clarification: I'm not saying that it's unknowable. Just that I personally don't know.)
