Federally, to be a rifle, it must have at least a 16" barrel and have a minimum length of 26"overall.

At what point would it be a pistol? Just not a 16 inch barrel?

Once it has a shoulder stock, it is a rifle forever and ever, so that particular firearm is a rifle from the factory. If you go below those measurements, it becomes a short barreled rifle and subject to the National Firearms Act of 1934.
