What "environment" are you talking about?
I've got personal experience in this area. My mom was a piece of shit psychopath/sociopath junkie. My step dad was an abusive shitbag. I have been on my own since my early teens. As a teenager it's easy to be functionally homeless - you have friend's couches to crash on. I did what I had to do until I joined the military at 18.
Later in life I was in a position where it was advantageous for me to live in my 4x4 - I did this for 8 months while working full time.
How many homeless people do you think actually want to work vs how many have chosen to be homeless rather than stop drinking or doing drugs. Then there's the actual insane people. Neither of these groups has any chance whatsoever of ever leading a productive life. They won't show up for work and will trash whatever you give them. They are hardcore unemployables. People that don't fall into either of these two categories (junkies or crazies) aren't homeless for long if they are ever homeless - because being homeless fucking sucks and working is a way out of it.
Your idea, while noble and caring, is completely detached from reality.
