I had one upstairs who would blast music at 3am on Tuesday nights. My boyfriend at the time would go up and ask them nicely to turn it down. After 8 times over 8 weeks, there was still no result. I went up and said "my boyfriend is nice. I'm not." And proceeded to yell at them.

It ended in a yelling confrontation in the hall between me and them. Called the cops. Neighbors excuse was that "nighttime is their daytime because they work nights". I hated them, was so glad to move.

I'm really not the type to call cops either but besides asking them nicely we tried to make a truce and say 'please don't blast it over our bedroom' (their bedroom too, same layout). Which they ignored.

Had some pretty bad neighbours in the past too, worst one was abusing his girlfriend, called the police numerous times on them. Luckily I've gotten good neighbours this time around.

Where I live you can't call the police over noise complaints. You have to call the council, which are only open in business hours. They then tell you that if the problem persists for longer than 6 months to call them again, then they'll check on the house that is causing the problem at random intervals for the next year and then if they see anything out of the ordinary they will begin a process to deal with the problem that can take anywhere up to a year.

So in short, if you have noise problems from neighbours our council might sort it out in 2 and a half years, if you are lucky. (This doesn't include domestic violence, however, the police do deal with that.)

Whoa.... Is that typical in the UK? That sounds so inefficient. So basically people can be awful and get away with it for months if not years. Wow. I'm legitimately stunned.

Here we can call the cops but its not guaranteed that they will come or help. I saw a driver hit a parked car once and damage it, got the license and called, no one showed. More recently someone stole my credit card and bought a bunch of stuff to grow drugs, and shipped it to my house while I was on vacation. I called thinking that the police would want to look into it but they blew me off. If you have money, they will help. The noise complaint was lucky.

I live in New Jersey near Manhattan, its very crowded, I guess they don't have time or are too lazy.
