The analogy you are attempting to use fails.

The character being criticized here actually is needed, because their function as a medium between developers and clients is in fact vital. Developers cannot stand end-users and customers because they only have the vaguest of ideas what it is that they want or need, the intermediary role is critical as they take what the clients think they need and translate that into a more comprehensible idea.

The government does not serve such a beneficial role for the people. While it has the mandate to fix infrastructure, it generally does not do so as those items sit low on their overall agendas. Most bridges, water treatment facilities, roads, schools, and tunnels end up in great disrepair because the funds collected in the name of public works goes towards vanity projects.
