let's be honest, that's because no one wants to take responsibility for possible colateral damage on civilians. If that wasn't an issue the whole ISIS issue would be dealt with in matter of days

Sort of: the initial war would be over very quickly, but the subsequent nightmare would last rather longer. Think of Afghanistan: a mess since 1839 (or at least since 1979), and Iraq's been screwed since Gulf War I in 1990 (we're still dealing with the aftermath, of which ISIS is a part).

Every kill destabilizes the region. Power vacuums are quickly filled with assholes. You have to go full genocide for your plan to work because nice guys will always finish last in a post apocalyptic landscape. Sooner or later we have to realize that military intervention is not a method of civilizing a population. It's quite the opposite.

it's not "my plan" and I 100% agree with you, all I'm saying is that the only reason they're still around is that no one wants to or rather knows how to deal with the shit that would come afterwards
