The fáinne chart explains the Sein fáinne Irish political party, which I assume they took their name from the highest language fluency "medal" and has a primary, if not major, goal of having Irish Gaelic as a primary language.
If we had a medal system like this across the stream, you bet your arse I'd be more willing to learn Welsh!

Right? Of course I'm a mutt in a mutt country (US) so.... lol! Welsh seems like quite a challenging language to learn. That or your city names are just damned intimidating.
