You might have seen TV adverts with the watermark "not actual gameplay" hidden in the corner, Valve is just trying to avoid allowing unscrupulous developers / publishers the chance to do a bait and switch which would give potential customers a reason to use the refund system that does cost Valve money to implement (they have to pay their payment processor once when you purchase the game and again to return the money to you).

Valve is the kind of company that won't act unless it really has to so I'm going to guess someone within Valve was kicking up a fuss about this and was either serious enough about it or some saber rattling quires were being directed towards Valve by lawsuit and legislative happy groups. The refunds system only exists because EU law required it.
