The argument here is that Instagram allows those 13 and older to have an account so they should be more proactive at banning porn. Personally, Instagram should just change their age limit to 18 and be done with it.

That's one solution. But I really think the people who should censor what people under 18 see on the internet should be their parents. Problem is most parents these days have abdicated that responsibility to other people.

I would agree. I would also say that they are taking a big risk if they don't take reports seriously. The whole (and stupid) secondary producer section of the Child Protection and Obscenity Enforcement Act might ensnare them.
