The argument here is that Instagram allows those 13 and older to have an account so they should be more proactive at banning porn. Personally, Instagram should just change their age limit to 18 and be done with it.

That's one solution. But I really think the people who should censor what people under 18 see on the internet should be their parents. Problem is most parents these days have abdicated that responsibility to other people.

Simple ... report them. It's an uphill battle, though, since account creation isn't tied to anything but a throw-away email account.
