I would assume yes because no one really looks at what they store, but I know there's some databases where they take the images and do a one way hash on them and just store that. Not the best because if you change the image slightly it changes the whole hash, but at least your not storing illegal images.

I'm at work so I reaaaallly don't want to look up the possession laws. But I believe there are exceptions for "lawful possession" for law enforcement and government agencies. They probably do both hash and the image itself, knowing the NSA
