Actually, it's a jobs program for adults not talented enough to make it in the real world but still have a work ethic and can show up. Plus you can organize these adults into a voting bloc that is pretty reliable in turning out to the polls.

The children? Don't be silly. They don't matter, they are there to justify the adults' existence in that system. To the extent that the kids are imprisoned, it's mainly to make the adults' working lives easier. After all, it's just a jobs program. If you could find a way to pay those "teachers" to stand in front of an empty room and do what they do, the world would be better off, IMHO. Sometimes people make noises about exactly what happens to the kids and whether that is healthy or not, but soon the bitching quiets down again and the charade continues much as it always has.

Parents who care and parents with money send their children to other kinds of schools, where the teachers aren't on a jobs program and where the children are supposed to actually be trained in things. Mainly so they can grow up to be slave drivers, instead of slaves. But a slave driver is just as much a slave as the slaves he's driving, which is something very few of them ever figure out.
