You can tell neither dogs are aggressive, and that cat has it's arms wrapped around his neck which is a dominace move and if the dog truly had a problem, well it'd be a fight maybe. Most people tend to forget that, sure, dogs chase cats but that is out in the wild - in the home, there is a pack mentality between the species (cats are borderline pack animals). My ginger kitty thinks he is a dog

Cats in their natural environment have a hierarchy much like wolves and dogs do. However, the "pack leadership" tends to be fluid and less concrete. Today, I had to explain to my little negress princess kitty that the dog was NOT chasing her, but running WITH her outside into the snow. Never saw her tail get so puffed up - but you can tell the difference if the dog had been chasing rather than running with her as a pack. How? The dog wasn't running over the kitty or lowering her head to bite her, but kept at pace as they galloped out of the house. Cats know they are small - unlike dogs.
