They're either incompetent, at which point you should call back another day and try to get a better tech person, or they are lying and trying to convince you to rent their shit equipment.

The DVR only contains the recorder itself (basic device with no DRM, which also acts as a front/back end) and the decoder (DRM that translates the encrypted signal to something that can be displayed). The DVR itself is not needed to do this, only a decoder which can be in the form of any device like a cable card or integrated into a DVR. Things like cable cards allow you to select other devices to act as front/back ends for displaying decoded video, including non-affiliated DVRs devices such as PCs.

Most cable companies will rent you an M-card for a fraction of the price of their shitty cable box/dvrs, allowing you to save money monthly on their overpriced bullshit "products"
