They can't send tanks to every house. What actually happens is they send groups of enforcers. They go to one house. They may take or kill the household, but in the process lose one or more of the enforcers. Then the same happens at the next armed house. Eventually, the simply lose by attrition. They lose more and more until not enough left or who are willing to face the guns to conquer the entire population.

Does not matter if they control food, water, electric and gas, communications.

Only unity with well placed patriots in key positions can win without total destruction.

Which is why we hope that is what they've been doing. However, it is the above scenerio which convinced the Soviets not to try a direct invasion, and the Chinese to attempt this risky, for them, sneakiness. So there is some deterant value to it.
