Worked in state government for over 20 years, the last five in HR. The trend toward coaching and moving around bad managers became rampant as the "state" did not want to deal with litigation. Lawyers who will sue for anything that puts a dime in their pocket destroyed the ability to weed out bad apples. Went to work blue collar and never looked back.

went thru the same shit at Hughes Aircraft & Sony Pictures, both coddled to the lowest common denominator and wondered why their companies imploded. Originally Corporations were illegal for longer than 10 years, and then only for large public works like building a dam, until the steel barrons undid that law in the 1920's.
