Yep, it doesn't take all that much, it just requires 1. Believing it's important to be active about and 2. Believing it will be worth it to act on it.
I've worked with local governments, and they aren't all bad people, but you have to speak up because you can be sure that there are other louder groups out there that will voice their opinions in the absence of yours. If you aren't there to advocate for yourself you will be tossed aside by that louder voice. I have swayed decisions just by speaking up, and so now I know that it works.
How's the neighborhood watch thing? Do you feel like it builds a lot of trust and comradery with your neighbors?

I feel that our neighborhood is a bit more secure. A trust has been developed. Another bonus has been getting to know my neighbors better. Some of them are great people. Some of them aren't really my type but seem ok. Our neighborhood has been hit hard by a hoard of thieving junkies and loonies. Whatever our political positions, if my neighbor is in need of help, I will provide it if I am reasonably able.

That's sad, my buddy in Phoenix is dealing with the same issue - bunch of riff raff starting to move in to his neighborhood and shootings happening. I live in a pretty peaceful area but thought about joining our neighborhood watch anyway. Just to have that communication in place.
