It means they can arrest and detain anyone indefinitely without charges. It’s unconstitutional but can be invoked for national security. I think Lincoln was the only president to ever do it during the civil war. That’s how serious this is.

Yes, and as Q has pointed out, those journalists who "Knowingly" engage in acts of subversion or have knowledge of such acts and fail to inform the proper officials are guilty of "Misprison of Treason" and represent a "Clear and Present Danger" to the Republic.

Only in cases of rare exceptions. Those exceptions are IN the Constitution.
