Probably she did not meet that threshold, because she was only holding a copy of the speech. She 'may' have technically violated law but since she did not destroy the document in entirety it probably would not be charged.
She should be ostracized for it tho, the House can censure her, she should be mocked and shamed publicly but I doubt we can make the criminal case because other copies exist.
