That's on the second floor. There's a bannister on the left side of them and you can see a painting on the wall behind them on the left overlooking the stairs which is below their waistline implying a lower level.

And basements are virtually non-existent in English homes, as you rarely have to go beyond 3ft below ground level for the frost footings.

Those old Victorian houses can have basements, they're usually turned into wine cellars in London. They're generally much bigger houses than the new ones built these days.
