Fair enough.... so they got to study the real 2016 data and then monitored, closely the midterms then. So why the rigging last week down south then? Wouldn’t 16 and then 18 be enough to do what u r saying anon?

Another thought. Lower voter turnout in local elections mean easier corruption harder to track ?????

Each states corruption is different. Mothods , tactics. Each state has to work around their own election laws. I lurk and try and learn a little, just tossing out some ideas see if they stick.
