That's not even how web hosting works.
I guarantee they can get a VPN, right this very minute, with nary a single issue. You can get a VPN in like Vietnam, dirt cheap and on a fast backbone. You can scale it up as large as you need - at reasonable prices. They give zero shits what you host.

Countries don't host web sites for the public. Countries don't deny hosting. That's not even how this shit works. Fuck, they could probably even host it on Amazon or Microsoft's cloud servers. Voat itself runs on Microsoft's Azure.
