First on my list would be the liability inherited for asbestos damages by Cheney's acquisitions of Dresser Industries and Brown and Root. Called at the time the worst deal ever made- because they became liable for asbestos abatement at WTC brick by brick under sealed air tight containment which would have cost billions. Luckily though that expense was never required because of 911.

Unfortunately all the documents specifically concerning asbestos abatement and claims for liability on Haliburton were destroyed on 911 as well.
