PR anon here again!

To bring in some context to this shit show in [Puerto Rico]

When [Governor Ricardo Rosello] stepped down officially in August 2nd. By law there is an order of secession that follows:

  1. Secretary of State
  2. Secretary of Justice
  3. Secretary of the Treasury
  4. Secretary of Education
  5. Secretary of Labor and Human Resources
  6. Secretary of Transportation and Public Works
  7. Secretary of Economic Development and Commerce
  8. Secretary of Health and Human Services
  9. Secretary of Agriculture

Because of the scandal of the #TelegramGate of the governor many of those government positions were vacant due to them also resigning .

Since the [Secretary of Justice Wanda Vazquez] is also being investigated by the federal government for mishandling the scandal of the governor of Puerto Rico. It was not looking good for PR because it would be showing way too much uncertainty and lack of confidence with her stepping in as the new governor.

There was no Secretary of State and the governor before resigning decided to pull one last attempt to save his legacy and political party affiliation ( democratic members within the Pro-Statehood Party).

He nominated [Pedro Pierluisi] and its sort of surprising since back in 2016 they were running against each other for the nomination within the Pro-Statehood Party.

In this debate, Pierluisi criticized Rosello lack of experience in politics and also how he was unfit to be the nominee since he was brought up to the position thanks to his father Pedro Rosello Sr. who was [Governor of Puerto in the 90's].

Now a little more context of Pedro Pierluisi [political history]

  • He was Secretary of Justice in the 90's and never conducted a proper investigation on the wrongdoings of Pedro Rosello Sr. Corruption Scandal

  • He was Resident Commissioner of Puerto Rico between 2012-2016 and was involved in DC with coming up with a plan to ensure Vulture Hedge Funds would recover their money from the PR Bonds since it has been degraded.

  • He then served as an advisor /lawyer and Subject Matter expert for the Fiscal oversight Board charging a $400 /hr rate which would had him making around $1million dollars a year.

Now here is where everything starts looking like an episode of House of Cards. Pedro Pierluisi nomination for the secretary of state needed to be confirmed by both the House of representative and the senate of PR .

But since the president of the senate [Thomas Rivera Schatz] was oppose to his nomination he had declared publicly that he would not be confirmed.

The voting process proceeded with the house of representative voting in favor of his nomination.

The Governor Ricardo Rosello had to figure a way to have Pierluisi take the reign since the senate was opposing his nomination. He then tried to use a loophole in PR Constitucion in Article IV section 7 from July 24th 1952 that states the following:

When a vacancy occurs in the office of the Governor caused by death, resignation, dismissal, total and permanent incapacity, or for any other absolute failure, said position shall pass to the Secretary of State, who will serve it for the rest of the term and until a new Governor is elected and takes possession. The Constitution also establishes the power to make appointments as long as the Legislature is not in session that they come to the property charge. Article IV section 7 of July 24, 1952, as amended, states that it will not be necessary for the Secretary of State to have been confirmed to assume permanent governance. The Department of Justice clarified in its presentation before the Legislature, when amending said Law in 2005, that the constitutional text does not require confirmation and that in case of emergency such requirement should not be required. This clarification was accepted by the Legislative Assembly.

By using this loophole Pedro Pierluisi [was sworn in as the governor of Puerto Rico]

The senate immediately took it to the Supreme Court for them to determine the correct interpretation of the constitution.

Today the Supreme Court determine that it is unconstitutional to assign a secretary of state without the confirmation of both the house and the senate. Therefore his current status as Governor is invalid. Making him no longer the governor of Puerto Rico.

Now let's step back and understand what just happened. Pedro Pierluisi in his 5 days as governor had access to all the government agencies and who knows what information he acquired in those 5 days.

But as soon he had to step down as governor. To avoid a constitutional crisis. The government proceeded with following the law and having the Secretary of Justice sworn in as governor immediately since she would be the next in line.

Now this is where now it starts to get even more fishier, Before she gets sworned in this was published by reporter David Begnaud from CBS in Twitter

Link: [New York Congresswoman Nydia Velázquez tweets that her office is calling the FBI after a reporter tweeted a picture of a “shred-it” vehicle outside the office of a Puerto Rico accounting firm which has contracts with the island government that are under federal investigation]

Now, going back to Wanda Vazquez current status as governor. The talk on the streets is that she will nominate [Current Resident Commissioner Jennifer Gonzalez] as Secretary of State since its currently vacant (again)

By doing that then Wanda Vazquez would resign and Jennifer Gonzalez would become the new Governor of Puerto Rico..

Why so much changes? you may ask? because the corruption in Puerto Rico has been institutionalized. These people are trying to cover their asses and right now no one knows whats going to come out of this.

But if this proceeds the way I have explained then PR would have a conservative dominant government until the next election in November 2020.

I may have left some details in this whole circus , I may come back and edit this post If I see there is a need to bring more context.

Hope this may help everyone understand what is happening in Puerto Rico.
