Civilianon, here. Have done some study.

So, C_A runs on compartmentalization. There's above-board OP's (operations that can be disclosed to Congress) and there are blackOps. Gina has, controls, and is getting to know the above-board. She has to selectively request info on BlackOps. Until she can specifically ask for info on a particular operation (I.e. crossfirehurricane), that info will not be volunteered.

Can she create black ops teams to seek out and spy on other black ops and report back?

If they discover a black op team breaking the law can they legally apprehend and prosecute?

Might take some diplomatic and extriditional charisma, but the rules for C_A Chief are fairly vague, from a constitutional perspective. Gina might just have to challenge the Law such that the Law delineate the functions and abilities of the USCIA.
