No it hasn’t been effectively circumvented. What those states passed is unconstitutional and will not hold up under challenge.
Popular vote is mob rule. Our Constitution protects against that.

OK. I am not an expert on the Constitution but I believe that the members of the Electoral College can vote however they like. is that not true?
It is usual to choose people that will vote for the candidate that won the popular vote but that is not set in concrete so all they need to do is exercise their votes differently.

Well what these states passed is something that says that no matter how the majority of the people of their state vote, all the electoral votes will go to the national popular vote controlled by mainly New York, Illinois, California.
