The Electoral College has already been effectively circumvented by some states. They have made it a rule that their Electoral Colleges should vote according to the nationwide popular vote.

No it hasn’t been effectively circumvented. What those states passed is unconstitutional and will not hold up under challenge.
Popular vote is mob rule. Our Constitution protects against that.

OK. I am not an expert on the Constitution but I believe that the members of the Electoral College can vote however they like. is that not true?
It is usual to choose people that will vote for the candidate that won the popular vote but that is not set in concrete so all they need to do is exercise their votes differently.
