Here's how to use the code:
Block and copy the code from the word "begin" to the word "end." Paste into WordPad and save as a text file.
Go to this website: http://www.webutils.pl/index.php?idx=uu
Browse to your saved text file and hit the decode button. The online program will tell you the file is too big to display, but you can hit the save button to save it. It will save as a PDF file.
The resulting file is a 2-page letter from the SEC to:
Justin Bailey, Chief Executive Officer Fig Publishing, Inc. 715 Bryant St. Suite 202 San Francisco, CA 94107
The letter is about a stock offering.

Added explanation: uuencode and uudecode are old programs to encode and decode binary files for posting on Usenet newsgroups. Back in the days before automated software, such as NewsRover, one had to download all the parts of a file, put them together manually, and then run uudecode on the saved file. Usenet only allows plain text, and there is a size limit to messages. That's why the code is seemingly random ASCII characters and is broken in parts for larger files.
