The role of controlled opposition is to control the opposition.

You would expect him to “get the word out” if he was genuine, or if he was CO.

However, if he was genuine you might also expect him to never get any real traction. The media would ignore him, and you’d never read about his antics.

Instead we get this antihero character in the media’s spotlight a little too often, giving him all the exposure he needs. It fuels his army of dissenting followers to stay loyal and true. Loyal to “Tommy”, that is.

That’s the entire point of a controlled opposition character. To steer the rabble away from those who can actually effect change and into a figurative holding pen where their anti-establishment energy can be easily neutralised with empty promises and exciting stories, instead of action that might lead to real change.
