He was reversing Obama's over reach of control of state and local police at the federal level. Accuse the police of discrimination regardless how weak the evidence is and the DOJ slaps them with all sorts of restrictions, training, hiring mandates, etc.
DOJ is stepping out of that role and letting the state and local governments investigate such allegations.

Bingo ^^^ return to a constitutional republic with states rights to manage their own law enforcement etc... this moves the effort towards totalitarian like federal control back a decade. Well played Mr Sessions.

this seems to kill the cash cow legal support created by false allegations against police. They were running all the cases through saying we screwed up here is $ but the $ actually went to legal fees aka the lawyers. so the people approving these settlements were just shuffling $ from the taxpayer to the legal teams.
