I don't know that any of this information was from Janda's insider sources. He is just putting the facts together. The whole 22 minutes are relevant but begin at 11:43 minutes if you are in a hurry. My quick notes follow. Listen for yourself and correct me if necessary.
It appears that an RIF (reduction in force) is definitely viable and could easily happen if Pelosi won't budge on the wall by Feb 15th. (I for one am hoping she doesn't budge).
It has been stated that they can't do an RIF if it is not an administrative shutdown. The shutdown we just came out of was considered an emergency shutdown. What are the requirements for an RIF administrative shut down? After 30 days, the Office of management and budget kicked the RIF issue over to the Office of personnel Management. The opinions offered so far were 1) An RIF can be determined anytime there is a shortage of funds. 2) A reorganization plan has to be in place first. 3) Another notice might have to be created to switch from emergency to administrative.
Guess what? A reorganization plan was requested by Trump by Executive Order 13781 https://www.federalregister.gov/documents/2017/03/16/2017-05399/comprehensive-plan-for-reorganizing-the-executive-branch last March 13, 2017 and the Dept Heads were given 6 months to complete it. So the whole reorg plan should have been in place since Sept 13, 2017. All staff are already graded - and that number determines who they have to let go in an RIF. This last shut down gave the Directors an opportunity to review or revise their plan.
Additionally, (and very interestingly) Personnel management issued a statement at the end of this last shut down that going forward, persons who didn't show up during a shutdown would be considered AWOL. I don't know any more than that, but I know they fire people for AWOL.
So it seems that everything is now in place to carry out an RIF if there is another shutdown. This leads me to believe that even if Trump declares a national emergency and begins building the wall, that he might still not agree to open the government if Pelosi won't play, thereby allowing him to start the RIF process.

I said days ago, that this was not Trump caving to pressure but they had a plan many turns in advance of their opponents [DS]. From the evidence they had this planned since way back in 2017 (and probably years before when you think about how long the white hats have been thinking of ways to clean the swamp).
Maybe I am just a bit too conspiratorial but I cannot help but think that Pelosi and Schumer are already busted and doing what the white hats tell them to do at this point to stay away from the firing squad. Q has always said everything is optics and do not believe what you see. This hard line position from the left may be scripted by the white hats so that the cleansing can be done on a level never before possible concerning OES, who cannot be fired and stay in power no matter which administrations is elected.

I've often wondered about that too....what you are saying about Pelosi and Schumer being forced to play the part they are playing. Is it possible that Trump is controlling their narrative while keeping the cabal from eating Pelosi and Schumer alive because the optics are that they (Pelosi and Schumer) are "trying" to do the cabals bidding? I didn't say that very well but I think you get my point.
