I worked for the federal government for ten years. We had to have ALL of the money in our budget spent by the end of the fiscal year (September 30). This led to spending sprees the like of which I had never seen before. Imagine being told that you had to spend half a million dollars by next week! (Not just me, all of us) Then there was the problem that any purchase over a certain amount (I think it was $1500) had to go through the purchasing department, a process that took more than 2 weeks. So, now I had to spend half a million dollars in $1500 dollar (or less) increments! Now, all of the government contractors also know these rules. You wouldn’t believe the number of items that are “on sale” for $1499 in September!

Same in the military. It got so bad, every September we'd order brand new $1,000 iPods for all the linguists to load their audio files to "keep proficient" in their linguistics.
