Although I could see a plausible deniability argument by letting "hackers" take the hit for releasing the really damaging info.

For there to be darkness there has to be an absence of light, so the overlord of the dark is light. The Q team is the light and no doubt would have to know about the hacks. Think of theses hackers as being in a hostage situation, hence the ransom, Q team/NSA is outside and can nab them whenever they choose but it benefits them if they let some of the hostages go first.

What if we haven't heard of this group over the past couple years because their "victims" were paying the money to keep them quiet?
And now they are going to release it all anyway? What would the victims say? Hey you can't do that we had a deal to cover up my awful crimes. They would out themselves.
Hell this group could be Q. White hats Guccifer 2. Also would make sense why the whitehouse couldn't directly confirm Q...
