Drive to the nearest Flying J truck stop and purchase a CB radio & antenna. They have an expensive one with side-band channels that allow you to communicate a very long distance.
In case any of you do the same, my handle will be NIGGERFAGGOT, and I will monitor Channel 17.

Ham radio, CB radio, ad hoc wifi networks, mesh networks, etc. Ham radios are necessary for keeping up with worldwide happenings. You need an experienced operator in your group.
If the phone service is out, you might be able to go to the nearest junction box, wire all the phones in your neighborhood together, hook a solar power setup to the power wire, and have a local telephone party line. TPTB may take down services, but they won't be removing the wires.
You need to think outside the box.

Everyone I know still has one. The lines are still run anyway. I won't give mine up because they don't go out in hurricanes like the cell phones do. The phone offices have backup batteries, and the lines have carbon fibers in them so they don't break as easily as electric lines.

If you hook all the phones together, it will be like a party line. Everyone can hear everyone else, so you have to take turns talking.
You need power for the phones. It takes 45 volts, but not a whole lot of current, so one solar setup could power the neighborhood. Otherwise, each person could power their own phones.
If you're not familiar with how the phone service works, look up POTS, or plain old telephone service.

I find Olivia to be very resistant to QRM and QRN and relatively fast depending on bandwidth used. I used ALE400 for unattended text message exchange half way around the world on 20 watts during poor sun conditions (12 time zones and -40 to +70 latitude). There are plenty of new digital modes in MultiPSK (yeah, horrible interface but great software). Get back on and git some!
