Absentee ballots are needed for some others, the question comes as how to positive ID them and set a definite postmark after which they are not accepted. Definite need for picture ID that is backed by a birth certificate, citizenship papers or some other federally recognized certification. Ballots need to have some way to track to one legitimate voter and time stamped with a scannable image indicating the polling place and a sequence number when the ballot is entered into the scanner.

Require absentee ballots be notarized. Require commanding officer (or someone) sign instead of notary for the military.

Good idea, but that doesn't stop them from just throwing them away. Certified Return Receipt on each mail in ballot maybe??

There's so much technology. If ID was photo ID with a pin # known only to voter. Voter could fill out his ballot, text a number using g his pin #. A return code could be sent back which voter would include in the absentee ballot along with voter ID # found on his ID card.

Same at voting place. Have photo ID which we swipe and enter a PIN # before we get the ballot. If you wipe out all voter registration now and begin the new system by the beginning of the year everyone would register on their birthday with passport or birth certificate and be ready for national elections. You could even have that chip in the drivers licence.
