Well, activly serving.
If a reservist or guard member is deployed they should be included.

When reservist or guard memebers are deployed is that not considered active duty. I served both active duty and guard and I remember in either case on deployment being considered the same.

Here's what I believe would be an ideal scenario for voating,
You walk into a voating booth on the national voating holiday. Like the DMV, you stand in line to get your picture taken. You hold up your Voater picture ID card and place your non-inked thumb into the opening on the card next to your picture. The high definition photos are uploaded to a national repository than anyone can view.
After your photo you go to a booth to voat. You fill out a ballot and drop that ballot into a 200lbs sealed metal container with a small slot hole in the top. The container contains a GPS unit inside which continuously broadcasts its location to another national database that anyone can log into. The container contains an ID # and a counter is visible from the outside. As soon as you drop your ballot in the container the counter goes up by 1. On your way out they ink your thumb and hand you a receipt showing the time of day, the ID # for the container you put your ballot in (so you can track it) and the current number of ballots in that container.
The containers have inner seals that when broken will send out an alert with current GPS location and ballot count at the time of opening. Opening of the ballot boxes will be recorded and uploaded to the website. Once opened, the voats in that box are counted, tallied and sent to the public website so anyone can clearly see the results of all the ballots in that box.
This would allow the average citizen to review every person who dropped a ballot in that box and the amount of ballots at any particular time in that box. Any anomalies, such as the box going from 100 ballots to 300 ballots in a matter of 10 minutes, would be easily spotted by the average person.
If the results of any box is contested, the people that initially put ballots in that box will have an opportunity to participate in a revoat and just like jury duty, will be excused from work to participate in the revoat. Revoats will follow the same process, except for the revoat counts will happen immediately after the the voating is closed at the same location and will be livestreamed. Each voat will be run on a conveyor belt and counted during livestream. Every single voat will be able to be reviewed publicly.

It's a good idea but won't work. There many thousands of polling stations around the country in tiny towns and rural areas where such expensive equipment could not be funded or maintained.
It's a tough problem to solve because voter fraud is so easy to do and hide.

Absentee ballots are needed for some others, the question comes as how to positive ID them and set a definite postmark after which they are not accepted. Definite need for picture ID that is backed by a birth certificate, citizenship papers or some other federally recognized certification. Ballots need to have some way to track to one legitimate voter and time stamped with a scannable image indicating the polling place and a sequence number when the ballot is entered into the scanner.

Require absentee ballots be notarized. Require commanding officer (or someone) sign instead of notary for the military.

There's so much technology. If ID was photo ID with a pin # known only to voter. Voter could fill out his ballot, text a number using g his pin #. A return code could be sent back which voter would include in the absentee ballot along with voter ID # found on his ID card.

All non citizens must be given "Non-citizen" or "Visitor" or "Temporary" or "No status" marked IDs, just like under age 21 are marked differently.

Yes - what about vote by fingerprint? National database of eligible voters/citizens. One vote per person - and only citizens vote. Easy. Everyone has one. Can't argue voter suppression because it is "so hard" to get an ID. Drawback - national database of fingerprints. Do we want that? Or would that be a good thing for law-abiding citizens?

There is a national database, everyone gets hand printed and feet printed when they are born in the US. As an adult you may also get fingerprinted eventually for a job or some other reason, like traveling these days or whatever. Anyway it's not necessary.
It should not be a burden on citizens to vote, it should be a burden on ineligible/illegal voters. We already have IDs and citizens can be identified easily. It is the illegal non-citizens that can slip through the cracks every time and now we know it's "by design."
The high risk illegal voters are the those who are here illegally to begin with, receive benefits and live in sanctuary areas. They are creatively documented, they should be the ones who do get documented the proper way. If someone is here on asylum, fine, mark "Asylum" on their ID. This craziness needs to stop. Having 30-50 million illegals around is too much.
It also cuts resources and chances for lawful immigration, we have less for those who we actually want to immigrate. Legal immigrants/lawful permanent residents are unlikely to vote, green card holders follow the law to begin with, they are not going to risk their good standing, they jump through many hoops and it takes 5-15 years for them to become citizens if not more.
We must simply stop catering to one sided illegal immigration from the south, they are turning this country into countries where they came from. We must extradite those who do not come through entry points and we should document and allow in those who do, as long as they stay out of trouble. Of course there has to be a crackdown on employers who employ these people without paperwork.
Although, it may be a bit too late.
Voter suppression doesn't exist, it relates to women votes and black votes in a historical context and is totally moot. In fact it's pretty racist and discriminative of Democrats to taunt anyone with their "voter supression" bullshit, but they use it at double speak. Voter suppression today is a call for illegals to vote, it's nothing more then inciting criminal activity. Rant over.

Then the dead can only vote once finally.

Every ballot must be tracked with counter fitting measures like a dollar bill would be.
Only a specific amount of ballots will be printed and those numbers will be made public.

Go watch Free State of Jones and you will understand why the Democratic party does not want a fair vote.
(Hint: They wouldnt exist anymore)

Great idea. We certainly have to do some things differently, even if the dems will be less likely to cheat in the future. They'll try again eventually. Plus we have to keep the dead and the illegal/double voted out.

More meaningful to Americans than fucking Columbus Day...
