If McSally were entitled to the same number of votes that Ducey received, there would be no need for a Senate election. Since AZ chose to ask both questions, the voters were well within their rights to give them two answers.

I didn’t say entitled, there’s ordinarily not such a large split in republican candidates in a state that has traditionally voted for republican senators also didn’t mention anybody’s right to vote their mind, I want them too and I want ALL the legal votes counted and not replaced.

McSally's problem was that she was forced to shift to the right to win the support of voters in the Republican primary against Arpaio and Ward, and this made her too conservative for the general electorate. Minorities make up one third of the AZ population and many suburban voters are independent. Sinema, who notably did not back Ducey, was able to appeal more to this wider range of voters, without needing any fuckery.
