They claimed they were filling in ballots for unreadable overseas fax-in ballots from military. In that case they are allowed to duplicate ballots that aren't readable by the machines. Problem is they have to guess who the person is voting for. You could easily commit fraud by voting for anyone you want with these duplicate ballots because the voters have no idea who they officially voted for, only that their vote was counted. The way to solve this would be to make all votes public. So if someone looks up their voting record online they can actually see who they voted for. There's absolutely no reason why votes need to be confidential to the voter.

WRONG! An employer (or other authority) could then force an employee to vote a certain way.
