it's a statistical measure, google standard deviation, the bell curve shows 3 standard deviations from the mean, in simple terms a standard deviation is greater than 34.1% from the mean, the mean is the likely and expected outcome, as the outcome deviates from the mean by one, two or three standard deviations you can see on the bell curve how likely those deviations are to occur. If it's beyond one standard deviation from expected results then some fuckery was involved to take it farther away from the mean, it's a statistical indicator.
