Could a member of Congress such as Gowdy or Goodlatte or other written the email, it is possible but does not read like it and the date being Oct 2016, not July 2016 when Comey annouced no indictment. My suspicion would be somebody knowledgeable and following the investigation in detail. Charles Ambrose's article serves only as an illustration that somebody outside the investigation may have written the email. (The Hill was one of the few articles of any substance found for Oct 2016 email period and shared here; no idea who could have written the email.)
