Just imagine how Seoul citizens feel about this ( or any border towns and cities , but Seoul especially ) ... they have lived for decades in insecure situation where any moment they could experience bombs , shells and missiles raining on their heads from NK side . They must feel liberated on all levels . Secondly , SK has been investing a LOT of its wealth towards its own military to counter the NK threat . Now , they could reduce it a bit , and spend that money on civilian projects , further improving life standard . As for NK - I would honestly say that China should be the one to take care of their needs for now ( and because of the historical responsibility ) . We know that wont yet happen - but China is getting beaten in current economic war .
